Provision for a Tobacco Track and Trace System

HMRC is procuring a concession contract for the United Kingdom's Tobacco Track and Trace system, estimated at £5.5 million over up to five years, to replace the current supplier whose contract expires in October 2026. The service will deliver an end-to-end system including unique product identification and secure data routing and repository functions for tobacco products manufactured in or imported into the UK, complying with the WHO Protocol to Eliminate Illicit Trade in Tobacco Products and supporting Northern Ireland-specific arrangements. Costs will be recovered from industry users rather than HMRC, with detailed requirements to be refined during the procurement process.
