Bid management software

Best bid management software for UK government contracts

Most teams shopping for bid management software are solving one of four different problems and do not yet know which. Finding opportunities, deciding which to bid, writing the response and running the process are separate jobs, and almost no tool does all four well. Buying the wrong layer is the most common and most expensive mistake in this category.

In one line: Bid management software for UK government contracts falls into five layers — official portals that publish notices, alert services that aggregate them, market intelligence platforms that add award history and expiry data, proposal management tools that store and reuse your answer library, and AI bid-writing assistants that draft responses. Most bidders need two of the five, not one product that claims all of them.

How to judge bid management software

The demo will show you every feature. These four questions decide whether the tool changes your win rate, and they are worth answering before you take one.

1. Which part of the bid cycle is actually your bottleneck?

Write down the last ten bids you did not submit and why. If the answer is mostly that you found out too late, your bottleneck is discovery and you need alerts or intelligence, not a writing tool. If it is that you found plenty and could not decide fast enough, your bottleneck is qualification. If it is that you qualified them and ran out of writing capacity, you need proposal management or drafting.

Teams routinely buy an AI writing assistant to fix a discovery problem. The writing gets faster, the pipeline stays empty, and the tool gets blamed.

2. How much of the answer is already public and free?

Find a Tender carries above-threshold notices and Contracts Finder carries below-threshold ones, both free, both with saved searches and email alerts. Public Contracts Scotland, Sell2Wales and eTendersNI cover the devolved regimes. Under the Procurement Act 2023 the transparency regime also publishes pipeline notices, planned procurement notices and preliminary market engagement notices.

If you bid a handful of times a year against buyers you already know, the free portals genuinely are enough, and a paid tool will not fix a positioning problem. What you pay for commercially is aggregation across portals, contract-level history, and the analysis that turns a list of notices into a decision.

3. Does it qualify, or only collect?

Every tool in this category can hand you more opportunities. Very few will tell you which ones you should decline. For an SME with one bid writer, a tool that adds forty notices a week to the pile without ranking them makes the problem worse, not better.

Ask specifically what the tool does with your win history. If the answer is nothing, the scoring is generic keyword matching and you will still be reading every notice yourself.

4. What happens to the output when the tool is wrong?

Anything that summarises a tender pack or drafts an answer will sometimes get it wrong, and a compliance miss in a public procurement is not recoverable after submission. The question is whether you can check it cheaply.

Insist on seeing whether every claim deep-links back to the source notice or document it came from. A summary you cannot verify against the record is a liability dressed as a time saving.

The five layers, and who sits in each

Named tools are grouped by what they fundamentally are, not by how they market themselves. Several appear in more than one conversation because they have expanded — the grouping reflects the job they do best.

ToolBest forWhat it does wellWhere it stops
Find a Tender / Contracts FinderOfficial portalHead to head →Anyone starting out, or bidding occasionallyFree, authoritative and the legal source of truth. No contract-level view, no expiry timeline, no qualification, and the devolved portals sit separately.
Tenders DirectAlert serviceHead to head →Teams that need alerts to be right rather than exhaustiveHuman-checked and categorised alerts across UK and EU sources, which cuts the false positives that keyword-only feeds generate.Built around notices as they publish. Tracker IntelligenceAlert serviceBroad coverage across UK public and private sector opportunitiesLong-established UK opportunity tracking with wide source coverage and filtering, plus market and spend data alongside the alert feed.Coverage breadth is the product. Deciding which of the results deserve your bid capacity is still your job.

SkimEnd to endUK and EU SMEs bidding regularly without a full bid teamFinds, qualifies and drafts in one place — every UK and EU portal read hourly, scored against what you have actually won, with every claim deep-linked to the source notice.Built for SMEs bidding regularly. If you bid twice a year against buyers you know well, the free portals are the honest answer.

Which layer to buy first

Ordered by the bottleneck you identified above. Most teams need two layers eventually, but buying them in the wrong order wastes a year.

You bid two or three times a year against buyers you already know

The free official portals

Saved searches on Find a Tender and Contracts Finder will cover you. No paid tool fixes a positioning problem, and at that volume the subscription costs more than the time it saves.

You are missing opportunities because you find out too late

An alert service, or intelligence if you want warning before the notice

Alerts fix the publication-day gap. If the problem is that the requirement was already written by the time you saw it, you need pre-tender signals instead — expiry dates and pipeline notices, not faster alerts.

You have plenty of opportunities and not enough bid capacity

Qualification first, drafting second

Adding writing throughput to an unqualified pipeline raises your submission count and lowers your win rate. Decide what to decline before you speed up what you write.

You run a bid team answering the same questions across many bids

Proposal management, plus drafting

At that volume the bottleneck is content reuse and review workflow, which is exactly what the proposal management layer is built for.

You are an SME bidding regularly with one or two people on bids

Something that spans discovery, qualification and drafting

Stitching three subscriptions together is its own job. This is the case Skim is built for, and it is also the case where the free portals stop being sufficient.

Where Skim fits

Skim spans the layers an SME cannot afford to buy separately: it reads every UK and EU portal hourly, ranks each notice against the contracts you have actually won, reads the full tender pack and drafts against it.

The qualification step is the part that matters most and is hardest to see in a demo. Skim is designed to tell you which opportunities to decline, because for a team with one bid writer that is worth more than another forty notices a week.

Every answer deep-links back into the source notice, so a summary can be checked against the record rather than taken on trust. If you bid rarely, the free portal method is the honest recommendation and this page has said so twice.

Frequently asked questions

Common questions

What is bid management software?

Bid management software covers the tools used to find, qualify, write and track public sector bids. In the UK the category spans five distinct layers: the free official portals that publish notices, alert services that aggregate them, market intelligence platforms that add award history and contract expiry data, proposal management tools that store and reuse your answer library, and AI bid-writing assistants that draft responses. Most bidders need two of the five.

Do I need paid bid management software to win UK government contracts?

No. Find a Tender and Contracts Finder are free, carry the legally required notices, and support saved searches and email alerts. If you bid a handful of times a year against buyers you already know, that is genuinely sufficient. Paid tools earn their place when you are tracking a sector rather than a buyer, or when qualification and drafting capacity have become the constraint.

What is the difference between a tender alert service and market intelligence?

An alert service tells you a notice has been published and gets it to you quickly and accurately. A market intelligence platform works from award history, contract end dates and forward-looking notices to tell you what is likely to come to market before it is published. Alerts fix the publication-day gap; intelligence fixes the months you lost before that.

Will AI bid writing improve my win rate?

It improves throughput, which is not the same thing. If you are already submitting everything you qualify, faster drafting raises volume and can lower your win rate by pushing you into bids you should have declined. Drafting tools pay off once qualification is solid and writing capacity is the genuine constraint.

Can one tool cover the whole bid lifecycle?

Some cover more of it than others, but treat any claim to cover all five layers sceptically and test the weakest one. The usual failure is a tool that is excellent at drafting and generic at discovery, or excellent at market analysis with no view of the bid in front of you. Establish which layer is your bottleneck and buy that well.
