How framework renewal works, and why it is easy to miss
Frameworks behave differently from ordinary contracts, and the difference is what catches suppliers out.
1. Understand the term
A framework agreement sets the terms under which buyers can award call-off contracts, usually for a fixed maximum term. Under the Procurement Act 2023 that term is capped, with a longer cap available for defence and utilities frameworks.
During the term, the framework is generally closed. Suppliers who were not appointed at the outset cannot usually join, however well they would have scored.
2. Find the framework's end date
The award notice for the framework itself records its duration, and the contract details notice confirms the dates. Major framework operators, such as Crown Commercial Service, also publish agreement pages with expiry dates and planned successor information.
Note that a framework's expiry is not the same as the expiry of call-offs made under it. A call-off can legitimately run past the end of the framework it was awarded from.
3. Work back to the re-tender
The replacement framework is usually tendered several months to a year before the current one expires, because the operator needs continuity. That tender is your window, and it is often the only one.
Watch for a planned procurement notice or preliminary market engagement on the successor. For large frameworks, engagement often starts a year or more before the tender itself.
4. Check for dynamic markets instead
The Procurement Act 2023 introduced dynamic markets, which — unlike frameworks — suppliers can join at any point during their life. Where a buyer uses a dynamic market rather than a closed framework, the 'one window' problem largely disappears.
