The Burnham procurement reset: what a new prime minister means for public sector suppliers

A new prime minister with a procurement agenda
Andy Burnham is appointed Prime Minister today, having won the Labour leadership on 17 July. For most of the business world, a change at Number 10 is a story about tax, spending and foreign policy. For anyone who sells into the public sector, it is something more specific: Burnham has put public procurement at the centre of his economic agenda, and the direction he has signalled would change how contracts are won.
Here is what he has actually said, what it likely means in practice, and what suppliers should be doing before any of it becomes binding.
What Burnham has actually committed to
The clearest signal came in Burnham's first major policy speech — the "Manchester Speech" delivered at the People's History Museum on 29 June, before he had even secured the leadership. Procurement was not a footnote in it; it was a pillar.
His argument was that UK procurement has spent too long, in his words, "chasing cut-price deals around the world" instead of helping British-based suppliers become more stable and competitive. His fix: making sure that all eligible public contracts are subject to proper social value weighting, explicitly so that British-based companies are better positioned to win them. He tied the same approach directly to the Defence Investment Plan.
Two things are worth reading carefully here.
First, the phrase is British-based, not British-owned. That distinction is deliberate. An outright nationality preference would collide with the Procurement Act 2023 and the UK's international trade obligations, including the WTO Government Procurement Agreement. So the mechanism will not be a "UK firms only" rule. It will be social value — local employment, apprenticeships, supply-chain resilience, delivery footprint — scored heavily enough that firms with a genuine UK presence come out ahead. The preference is real, but it is expressed through the scoring, not through the eligibility gate.
Second, "proper social value weighting" is doing a lot of work in that sentence, and Burnham's own track record tells us what he means by it. Today, central government tenders carry a minimum 10% social value weighting under PPN 002. That floor is the number his approach would push upward.

To understand where national procurement policy may head, look at how Greater Manchester ran it under Burnham as Mayor.
In GM procurement, social value routinely accounted for around 20% of the total evaluation score, against roughly 10% across much of Whitehall. But the more important difference was qualitative. Greater Manchester did not treat social value as a box-ticking annex; it sought specific commitments on wages, employment standards, local supply chains and carbon reduction, and held suppliers to them.

That approach draws openly on the "Preston Model" of community wealth building — keeping public spend circulating within local economies through anchor institutions. Burnham did not name Preston in the Manchester Speech, but his admiration for it is a matter of public record. Applied nationally, "Manchesterism" would mean firmer, more prescriptive conditions on how government suppliers pay staff, train them, use subcontractors, and invest in the places where contracts are delivered.
For suppliers, the practical translation is blunt: social value is shifting from something you write a paragraph about to something you are contractually measured against.
The structural change hiding underneath: devolution
The procurement headlines are the visible part. The bigger structural shift is Burnham's plan to move power — and budgets — out of Whitehall.
His "No 10 North," an extension of the Prime Minister's office based in Manchester, is billed as the nerve centre for urban regeneration, utilities and infrastructure reform, and procurement reform itself. Combined with his long-standing push to give mayoral Strategic Authorities more fiscal and delegation power, this points to procurement decisions increasingly being made regionally rather than centrally.
If that lands even partially, the buyer map changes. Relationships and framework positions built purely around central departments become less decisive; combined authorities — Greater Manchester, the West Midlands and their peers — become buyers with real budget and real discretion. Suppliers still orienting entirely around Whitehall frameworks would be optimising for a landscape that is being redrawn.
What suppliers should do now
None of this is enacted policy yet — more on that below — but the direction is consistent enough to act on. Four moves stand out.
Treat social value as a core bid competency, not a compliance annex. If your tender responses still lean on price and technical fit with social value bolted on at the end, that is the highest-leverage thing to fix. Build genuine, evidenced narratives around local hiring, apprenticeships, UK-based delivery teams and supply-chain resilience — and be ready to be held to them post-award.
Pressure-test your evidence, not just your claims. The Manchester model rewards specificity and penalises vagueness. Quantified commitments (jobs created, apprenticeships funded, local spend generated) will outscore aspirational language. Start collecting that evidence base now.
Map your insourcing exposure. Burnham's circle has been openly critical of an "outsourced state with little accountability." Long-running managed-service and outsourced contracts — particularly in local government and health — could face renewed insourcing pressure at renewal. Flag anything coming up for recompete in the next 12–18 months and look hard at retention risk.
Build the regional channel early. If devolution accelerates, procurement volume and decision-making will shift toward combined authorities faster than competitors expect. Establishing those relationships now, ahead of the pack, is a genuine first-mover advantage.
The necessary caveat
Burnham has been Prime Minister for a matter of hours. This is a direction of travel drawn from a campaign speech and a track record, not a Procurement Policy Statement or amended legislation. It deserves the scepticism any such signal does.
Procurement specialists have been quick to point out that this is not a new ambition. Successive governments have promised to turn the state's purchasing power — an estimated £350 billion a year — into a lever for jobs, SMEs and industrial strategy, with mixed results. UK procurement rules are built around transparency and non-discrimination, and those principles constrain how far any "back British suppliers" instinct can actually go. The distance between a museum speech and a binding evaluation methodology is considerable, and it is where most such ambitions have historically stalled.
The honest read, then, is watch and prepare, not rewrite everything today. Expect the real detail in a Procurement Policy Statement update or Cabinet Office guidance in the coming months — a continuation of the direction recent ministers have already been nudging central government toward.
But the firms that come out ahead of a procurement reset are rarely the ones that wait for the statutory instrument. They are the ones already fluent in the language the new regime rewards. On the evidence of the Manchester Speech, that language is social value — measured, evidenced, and delivered where the contract lives.
