Adult Learning Services - Light Touch Framework

Liverpool City Council established a light touch framework for adult learning services to procure education providers for indirect delivery of learning programmes to residents aged 19 and over, focusing on those furthest from education and employment. The framework was awarded on 4 June 2026 with a total contract value of £16 million to 31 providers including Alphabet Training Group Ltd, Learning Curve Group Limited, Street League, and others. The selected providers will deliver innovative learning programmes, support progression pathways, and help build residents' skills, confidence, and employment prospects across Liverpool's communities.
