Overview

Dublin City Council is awarding a contract to Fujitsu Services Limited for the Provision of Support, Maintenance and Development of GlobeRanger Suite of Applications, including the iMotion Platform, Inventory Management Improvement Application and it’s integrations with Oracle eBusiness Suite. This contract is being awarded via the Negotiated Procedure without prior publication. Dublin City Council is relying on Article 32.2 (b)(ii) and (iii) for the award of this contract. Article 32.2(b) states the following: The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases: (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons: (ii) competition is absent for technical reasons; (iii) the protection of exclusive rights, including intellectual property rights; The exceptions set out in points (ii) and (iii) shall only apply when no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement; Dublin City Council previously tendered for a Barcoding and Scanning Solution to integrate with the Inventory Module of Oracle eBusiness Suite. Fujitsu Ireland Ltd. were the successful tenderer, and their solution included the use of the GlobeRanger platform, provided via their partner company GlobeRanger. As Fujitsu Ireland Ltd. are leaving the Irish Market, they are no longer able to provide support for this solution. The solution provided to Dublin City Council was a customised instance of this platform and can only be supported by GlobeRanger via Fujitsu Services Limited. Dublin City Council intend to award a contract to Fujitsu Services Limited until June 2027. The supplier has developed the current system and have the relevant intellectual property rights and technical knowledge of the system.
