Es ist beabsichtigt, Rahmenvertragspartner für die Planung von Instandsetzungsmaßnahmen (Tragwerksplanung, Objektplanung) zu binden. Im Zuge der kurzfristigen und mittelfristigen Beseitigung von Bauschäden oder für Teilprojekt des Flughafens sind bei Modernisierungs-, Ertüchtigungs-, Umbau- und Anbaumaßnahmen Ingenieurleistungen der Tragwerksplanung zu erbringen. Weiterhin sind ggf. auch Leistungen der Objektplanung zu erbringen, die im direkten Zusammenhang mit den beschriebenen Maßnahmen der Tragwerks- oder von Instandsetzungsplanungen stehen.
