Overview

The Department of Education and Youth has awarded two multi-operator framework agreements for the provision of modular, pre-manufactured 3D volumetric educational accommodation, with an estimated value of EUR 1 billion. Fourteen contractors including ABM Contractors Ltd., Actavo Building Manufacturing Limited, and twelve others were selected as framework operators. The framework agreements, established on 24 November 2025, will facilitate the delivery of modular construction solutions for educational facilities.
