Overview

To extend the existing Irish Open National Contact Point for eHealth MyHealth@EU solution, to enable access for Irish citizens to their healthcare data while abroad. This service is to be developed and delivered as a further enhancement to the existing established Irish Open National Contact Point for eHealth (NCPeH) for European Cross Border Services. The overarching EU project is known as PATHeD (Patient Access to their Healthcare Data). Ireland will participate in this and will integrate the newly developed reference implementation in to its existing infrastructure and pilot the solution. The learnings from this pilot will also inform the national patient access agenda. The EU PATHeD project is composed of 11 participating Member States of which 6 will deploy and pilot the elements of the reference implementation developed to enable patient access to their healthcare data. All participating partners must have expertise in the cross-border exchange of Patient Summary and ePrescription and several skills acquired by development and production of MyHealth@EU elements and in other eHealth projects. The EU PATHeD project will develop, test and pilot a first version of a patient access reference implementation together with the improved data sharing capabilities of the European Union and the deploying Member States. The project will be able to test a reference implementation allowing for patient access to their translated healthcare data in an unschedulde healthcare encounter, deploy the tools most appropriate for the national eHealth infrastructures and provide the first evaluation on the extended MyHealth@EU infrastructure in production. Based on this first application, the PATHED project will provide a complete evaluation of the infrastructure developed and provide recommendations to the European Commission on further patient access and development of a patient-centred ecosystem which enables extensive unhindered access to individual health data. The Health Executive Service (HSE) requires professional service augmentation to assist in Ireland's involvement and associated work packages within the EU PATHeD project and thereby extend the existing Irish Open NCPeH infrastructure as required
