Transport for Wales Rail Limited is reopening its eight-year Open Framework for bus and coach operators to provide pre-planned and emergency rail replacement services across Wales and Border routes, as well as ad-hoc travel services. Having in-housed the co-ordination of these services, the buyer is seeking direct contracts with operators rather than using an aggregator agreement. This procurement represents Release 2 of the framework, which has an estimated total value of £81,008,616 and accepts submissions until 27 October 2026.
