HAC6141 Stop Smoking London Integrated Digital Smoking Cessation Service Pilot

Tower Hamlets, on behalf of London's 33 local authorities, has awarded a contract worth £736,000 to 23 Limited (trading as Smoke Free) for the continued provision of the Stop Smoking London Integrated Digital Smoking Cessation Service from October 2026 to September 2027. The service delivers 24/7 digital smoking cessation support including behavioural support, access to trained advisors, nicotine replacement therapies, vaping products and prescribed medications, complementing locally commissioned services and extending support outside traditional hours. The direct award was made under the Provider Selection Regime following soft market testing that concluded only one provider could deliver the comprehensive integrated model required at scale across London.
