Rough Sleeping Rapid Assessment Hub & Outreach / InReach Service

Southend-on-Sea City Council has awarded a contract to Homeless Action Resource Project on 7 July 2026 for the provision of a Rough Sleeping Rapid Assessment Hub and Outreach/Inreach Service, funded through the Government's Rough Sleeping Initiative. The service comprises a minimum 12-bed supported hub for individuals sleeping rough or at risk, alongside outreach and inreach functions to identify and engage rough sleepers. The contract includes assessment, housing-related support, safeguarding, referral management, and coordination of move-on pathways to prevent returns to rough sleeping and reduce homelessness across the city.
