Feasibility Study on Future Delivery Models for Housing Repairs and Maintenance

Rotherham Borough Council commissioned LUMENSOL LTD to deliver a feasibility study assessing delivery models for its housing repairs and maintenance service covering approximately 20,000 domestic units with combined annual spend of £68m. The study evaluates fully externalised, fully outsourced, and hybrid in-house/external delivery models to determine the optimal approach for post-March 2030 operations, with a focus on value for money, service resilience, regulatory compliance, and corporate alignment. The contract, awarded on 24 June 2026, allows for additional works within six months of completion up to a total value of £100,000.
