Extension of Road User Charging Enforcement Operations Services (EOps)

Transport for London has awarded a £335 million contract extension to Capita Business Services Ltd for Enforcement Operations (EOps) services supporting Road User Charging, including processing Penalty Charge Notices, multi-channel customer interactions, and regulatory compliance within TfL's integrated RUC systems. The extension, which commenced its standstill period on 17 June 2026, is for an initial 5-year term with an optional extension to 7 years maximum, and enables service continuity while TfL undertakes a separate competitive procurement for a future combined Business and Enforcement Operations contract. The direct award was justified under the Procurement Act 2023 due to the deeply integrated and proprietary nature of the existing systems, which would require material re-engineering and introduce significant operational risks if changed to a different supplier.
