Overview

HS1 Ltd seeks specialist external consultancy support for Stage 2 (Develop) of its European Traffic Management System (ERTMS) upgrade programme, which will evaluate delivery options for replacing its obsolescent TVM430 signalling system. Over approximately six months in 2026, the appointed consultant will conduct optioneering across technical, commercial, and funding dimensions to establish a single, coherent project delivery strategy, including confirmation of preferred technology, commercial model, and whole-life cost estimates, ultimately securing stakeholder agreement on ERTMS implementation.
