Overview

Wirral Council seeks to appoint a Delivery and Management Partner under a concession contract to design, procure, and manage a National Construction Works Framework for an initial 10-year term with optional extensions up to 24 months, with an estimated total value of £120–160 million over the contract term. The Delivery Partner will work in partnership with the Council to establish the framework, make all necessary investments and commitments, and commercially manage it to generate income; the Council will not provide payment for services but will receive a concession fee from the partner. The successful applicant must be appointed by September 2026, with the framework expected to go live 12 months after procurement begins in accordance with the Procurement Act 2023.
