Community and Supported Living Light Touch Framework

Barnsley Metropolitan Borough Council has established a light touch framework for community and supported living services, with a total estimated value of £123 million over a 7-year term (5 years with a 2-year extension option). The framework, structured across three tiers of support (standard, complex, and enhanced) for individuals with learning disabilities, autism, mental health needs, and physical or sensory impairment, has been awarded to 28 providers including Enable Ltd, Royal Mencap Society, Dimensions (UK) Limited, and others. Services are set to commence on 1 August 2026, with the council reserving the right to reopen opportunities for new call-offs throughout the framework period.
