Viability Study for Local Plan Review

North Hertfordshire District Council appointed BNP PARIBAS REAL ESTATE ADVISORY & PROPERTY MANAGEMENT UK LIMITED for £33,241 to conduct a viability study for its emerging Local Plan. The consultant will assess the cumulative impact of national planning policies and proposed Local Plan policies on development viability across various site typologies, including affordable housing, planning obligations, and CIL, with sensitivity testing of different scenarios and policy priorities. The study, completed in October 2025, will model development values, build costs, and benchmark land values informed by engagement with landowners, developers, and housing providers to demonstrate Local Plan deliverability in accordance with NPPF and PPG requirements.
