Capital City Partnership has awarded a vocational training and employability support framework valued at £14.3 million to a network of 20 providers including Borders College, Edinburgh College, Fife College, West Lothian College, and various training and support organizations, running from 2026 to 2030. The framework delivers training services to support employment outcomes across the region, with West Lothian College serving as the main contact for queries.

  • Lot 1: Hospitality including Food Prep

    This vocational training will support career changers and new entrants to the sector with an immersive 2-week overview of the main pillars within the hospitality sector including CV preparation and updates and interview prep. The training under Lot 1 will allow for participants to gain valuable insight into the practicalities of the sector and equip them with the knowledge and certificates that will positively impact on their future application process, interview performance and sustainable job outcomes going forward. Training under Lot 1 will predominantly focus on preparing participants for entry into the following roles (which is a non-exhaustive list): waiter/waitress, kitchen porter, kitchen food-prep assistant, chef assistant, front of the house assistant, customer service assistant, porter.

  • Lot 10: Construction – including Net Zero, Retrofit & Capital Projects

    This vocational training will support individuals to gain (above entry level) sector specific skills and progress into higher-skilled roles within their current workplace or with a new employer. A widening gap exists between the skills of the current workforce and the new skills required for modern construction practices which includes advanced technologies, such as 3D printing, Prefabrication, Modular Construction and Building Information Modelling (BIM). The sector is strongly influenced by other challenges, such as to demonstrate that methods and practice promote sustainable construction using environmentally friendly practices, including energy efficiency designs. The upskilling training offer (lasting up to 16 weeks) will be co-designed with employers to offer bespoke training solutions to meet the skill requirements in this high-demand sector. The training will be delivered flexibly (in person and online) and at times that suit the employer and participants.

  • Lot 11: Artificial Intelligence (AI) / Data Skills & Technology

    This vocational training will support individuals to gain (above entry level) sector specific skills and progress into higher-skilled roles within their current workplace or with a new employer. Digitalisation and automation are creating a widening gap between the skills of the current workforce and the digital capability required for growing end emerging industries. The higher skills training will provide customised programmes to address the digital skills gaps prevalent across these industries. The upskilling training offer for this sector (lasting up to 16 weeks) will be co-designed with employers to offer bespoke training solutions in this high demand sector. The training will be delivered flexibly (in person and online) and at times that suit the employer and participants.

  • Lot 12: Advanced Manufacturing, Engineering and Robotics

    This vocational training will support individuals to gain (above entry level) sector specific skills and progress into higher-skilled roles within their current workplace or with a new employer. The fast-paced evolution of technologies like AI and robotics require employers within these sectors to constantly adapt and invest in the upskilling of their workforce in advanced technologies. As employers constantly adapt to understanding the impact of these new technologies, the higher level training will provide customised programmes to address the skills gaps prevalent across these industries. The upskilling training offer for this sector (lasting up to 16 weeks) will be co-designed with employers to offer bespoke training solutions in this high demand sector. The training will be delivered flexibly (in person and online) and at times that suit the employer and participants.

Tourism, Hospitality and Culture are dynamic and growing sectors offering diverse employment opportunities requiring a strong customer-focused skillset. The higher skills training will provide customised programmes to upskill employees to enable the sectors to remain competitive and adapt to evolving industry demands, including digitalization and shifts in customer expectations and services. The upskilling training offer for this sector (lasting up to 16 weeks) will be co-designed with employers to offer bespoke training solutions in this high demand sector.   • Lot 14: Advanced Health and Social Care

    This vocational training will support individuals to gain (above entry level) sector specific skills and progress into higher-skilled roles within their current workplace or with a new employer. In today’s evolving health and social care market, workforce challenges are placing significant pressure on employers. To navigate these challenges the sector requires a workforce equipped with a range of higher-level skills including Technological Proficiency and strong Management and Leadership capabilities. The upskilling training offer for this sector (lasting up to 16 weeks) will be co-designed with employers to offer bespoke training solutions in this high demand sector. The training will be delivered flexibly (in person and online) and at times that suit the employer and participants.

  • Lot 15: Land & Rural Skills

    This vocational training will support individuals to gain (above entry level) sector specific skills and progress into higher-skilled roles within their current workplace or with a new employer. The land and rural skills sector faces significant challenges, including labour shortages, difficulty accessing training and attracting and retaining workers. The job market in this sector is diverse and includes agriculture, aquaculture, environmental conservation equine, game and wildlife, horticulture, land-based engineering, rural skills, trees and timber. The upskilling training offer for this sector (lasting up to 16 weeks) will be co-designed with employers to offer bespoke training solutions in this high demand sector. The training will be delivered flexibly (in person and online) and at times that suit the employer and participants.

  • Lot 16: Advanced Miscellaneous

    Lot 16 will enable CCP (or any Buyer) to call off training providers to deliver training answering to general requirements which CCP (or any Buyer) may have from time to time/ad hoc. Accordingly, CCP require that providers bidding for Lot 16 are flexible and reactive to CCP and any Buyer developing needs (whether the service providers supply the training themselves or whether they use a subcontractor). As with all other Lots, CCP will appoint up to 3 training providers for Lot 16, which training providers demonstrate the broadest range of training programmes (and the most significant experience). The envisioned intention of the miscellaneous lot is not to capture every possible eventuality (as this is simply not practicable in the circumstances), but to cover situations whereby a requirement arises that doesn’t quite sit in any of the other lots, and whereby a service provider may be able to provide the requirement.

  • Lot 2: Health and Social Care

    This vocational training will support career changers and new entrants to the sector with an immersive 2-week overview of the main pillars within the Health & Social Care sector including CV preparation and updates and interview prep. The training under Lot 2 will allow for participants to gain valuable insight into the practicalities of the sector and equip them with the knowledge and certificates that will positively impact on their future application process, interview performance and sustainable job outcomes going forward. The training under Lot 2 will focus on the Health & Social Care sector and roles such as (but not limited to) Support Worker and Care Assistant.

  • Lot 3: Early Learning and Childcare (ELC)

    Childcare vocational training under Lot 3 will support those interested in a career change, and also new entrants to the sector, with an immersive 2-week overview of the main pillars within the Early Learning and Childcare Sector including CV preparation and updates and interview prep. The training under Lot 3 will allow participants to gain valuable insight into the practicalities of the sector and equip them with the knowledge and certificates that will positively impact on any future application process, interview performance and sustainable job outcomes going forward. The training under Lot 3 will focus primarily on preparing participants to apply for these two roles: Early Learning and Childcare Support Worker, and Early Learning and Childcare Practitioner.

  • Lot 4: Manufacturing, Transport and Distribution

    This vocational training will support career changers and new entrants to the sector with an immersive 2-week overview of the main pillars within the manufacturing, transport and distribution industries including CV preparation and updates and interview prep. The training under Lot 4 will allow participants insight into the practicalities of the sector and equip them with the knowledge and certificates that will positively impact on any future application process, interview performance and sustainable job outcomes going forward. The training under Lot 4 will focus primarily on supporting participants obtaining the following roles: track/delivery van Driver, Bus Driver, Warehouse Operative, Assembly Operator, Machine Operator/Process Worker.

  • Lot 5: Construction

    This vocational training will support career changers and new entrants to the sector with an immersive 2-week overview of the main pillars within the construction industry including CV preparation and updates, interview prep and training in relation to the CSCS Green Labourer exam. The training under Lot 5 will allow participants to gain valuable insight into the practicalities of the sector and equip them with the knowledge and certificates that will positively impact on any future application process, interview performance and sustainable job outcomes going forward. The training under Lot 5 will focus primarily on supporting participants in obtaining the following roles: Labourer, Groundworker, Plant Operator, Road Maintenance Worker, and Construction Apprentice.

The training under Lot 8 will focus on supporting participants in obtaining the following roles: Shop Assistant, Stock Controller, and Customer Assistant.
