Cornwall Council has awarded a contract worth £1.8 million to ESRI (UK) LTD for provision of its Corporate Geographic Information System platform, including software licensing, cloud services, support and maintenance. The GIS platform is a critical enterprise system supporting planning, building control, highways, elections, waste management and other statutory services across the Council, and is fundamental to its digital transformation and cloud migration strategy. The direct award was justified on the basis that no alternative supplier could meet all mandatory technical, operational and security requirements through a single solution, and migration away from the incumbent platform would introduce disproportionate technical, operational and commercial risk.
