Published 29 September 2025

Wherever possible/relevant, the bidder is encouraged to take an intersectional approach (see this Welsh Government report for a definition of intersectionality) in their consideration of vulnerable groups. The literature on public perceptions and receptiveness to carbon pricing policies. We require the contractor to contextualise the findings of the review to the Welsh context by discussing how expanding the ETS would impact the population of Wales given the country’s unique characteristics.
