Overview

The Ministry of Justice is establishing an open framework for Community Accommodation Services (CAS) to provide temporary accommodation and support for individuals leaving custody or serving sentences in the community, structured across four lots covering independent approved premises, general accommodation and support, temporary accommodation with floating support, and alternative community accommodation for those with specific needs. The light touch open framework has an estimated maximum value of £2 billion over up to 8 years, with planned reopening points allowing new suppliers to join, and will operate across England and Wales with call-off contracts awarded competitively to admitted suppliers. This is currently in evaluation stage with submissions having closed on 15 June 2026.
