Open Framework for Domiciliary Care Services for Older and Disabled Persons

Neath Port Talbot County Borough Council is procuring an open framework for domiciliary care services for older and disabled persons, with an estimated value of approximately £99.6 million and a maximum duration of eight years (three years for the first framework, five for the second). The framework will establish a pool of qualified providers to deliver person-centred care in individuals' own homes, including personal care, daily living support, medication support, and enabling approaches, with call-offs allocated through a brokerage-led process based on assessed needs. Social value is a fundamental component, with providers expected to demonstrate contributions to wider social, economic, and environmental outcomes alongside core service delivery.
