The provider must operate as a taxi operator covering the entire geographic area with its own vehicle fleet without subcontracting, delivering both scheduled and ad-hoc services using accessible black cabs, private hire vehicles, and low-floor options according to customer preference, with volumes averaging approximately 10 multi-trip and 4 single-trip vehicles daily.
