Community Justice Learning (Professional Qualification in Probation)

The Ministry of Justice has awarded contracts worth £60.3 million to De Montfort University, Liverpool John Moores University, Sheffield Hallam University, and University of Portsmouth to deliver Community Justice Learning (CJL), the academic component of the Professional Qualification in Probation (PQiP) programme for probation officers in England and Wales. The contract, commencing September 2026 for 10.5 years, comprises delivery of BA (Hons) degrees or graduate diplomas in Community Justice across four regional lots, with approximately 1,200 learners annually trained through four entry routes via 100% virtual learning, supported by a 6-month mobilisation phase and extended teach-out period to allow learner completion.
