Overview

Plymouth City Council has awarded a £3.5 billion contract to Heat Networks Development Company No.1 Limited to develop and deliver low-carbon heat networks in the South Coast and Derriford areas of Plymouth. The two-stage contract includes an initial development phase focusing on design and commercialisation of the scheme, which will use waste heat from South West Water's Central Plant to serve anchor customers including the University of Plymouth, Plymouth City Council, and other public and private sector entities, followed by a delivery phase subject to approval. The Development Partner will operate through a special purpose vehicle in which Plymouth City Council will hold a golden share, with government Green Heat Network Fund grant support covering partial costs and the partner providing remaining development and delivery funding.
