Overview

Natural Resources Wales has established a framework for marine licensing and specialist advice services to support its duties under the Marine and Coastal Access Act 2009 and Marine Works EIA Regulations 2007. The framework, valued at £10.5 million and awarded on 9 June 2025 to ABP Marine Environmental Research Limited, HaskoningDHV UK Limited, Ocean Ecology Limited, and RSK, provides technical expertise on environmental impacts, human health, legitimate sea uses, and other relevant matters from marine licence applications. Welsh Government and Planning and Environment Decisions Wales may also access specialist advice and support through this framework arrangement.
