Light Touch Dynamic Purchasing System for the Provision of Homecare Services to Rutland County Council

Rutland County Council is establishing a light touch Dynamic Purchasing System (DPS) for the provision of homecare services to clients in Rutland, with an estimated value of £6.92 million over the initial four-year term (2023–2026) and optional annual extensions thereafter. Suppliers are invited to register on an ongoing basis across multiple rounds to provide personal support and care within individuals' homes using an outcome-based, person-centred model, alongside community engagement support to maintain independence and dignity. There is no guaranteed work under the DPS, and the Council seeks flexible, responsive providers who can deliver care tailored to short-, medium-, or long-term needs, including respite care.
