The department is legislating for the Multiple Default Consolidator policy as part of the upcoming pension schemes bill. As part of this policy, a central data infrastructure is required to evaluate the operating model and design of the infrastructure, to ensure that it is effective and delivered at low cost. This review is a challenging, requiring significant technical, digital and pension related understanding, and as such, we have considered that an external body is best placed to undertake this review on our behalf.
