GMCA 1516 - Greater Manchester Resilience Forum (GMRF) Baseline Assessment

The suppliers are being commissioned to undertake a baseline assessment of Greater Manchester Resilience Forum against the detailed legal requirements set out in the Civil Contingencies Act and against the good and leading practice set out in the UK Government's National Resilience Standards. The work will include:\r ⬢ Developing a self-assessment questionnaire to be completed by all members (30+ entities) of the GMRF\r ⬢ Collation and analysis of the questionnaire findings, producing graphs and charts showing GMRF's performance against:\r o Legal compliance\r o Good practice\r o Leading practice\r ⬢ Developing and running a workshop with representatives from all GMRF members to moderate and validate the analysis, set ambition for the level of future performance, and identify priorities for improvement \r ⬢ Produce a strategic analysis for GMRF on:\r o The moderated data from the self-assessment, and what it showed - what's good, what's less good, and which areas are pulling down overall performance. This analysis can then subsequently be drawn on for scrutiny and other assurance purposes as necessary\r o The overall levels of ambition for the future - which Standards/functional areas should have higher levels of ambition for performance, going beyond only legal compliance\r o Priorities for improvement, and hence the suggested forward Strategy for GMRF and the associated prioritised work programme\r ⬢ Presentation of the Report findings to the GMRF \r
