This commission represents good value for money given the embedded knowledge of the proposed team, who have been working on the project for approximately five years. This level of project specific experience would be difficult to replicate through a new appointment without incurring additional time and cost.\r \r Given the urgency of the work, there is insufficient time to undertake a competitive tender process, and a direct award is the only viable option within the programme constraints. Notwithstanding this, there is a compelling case to appoint 9th Wave Consultancy, to benefit from work already undertaken and makes best use of their extensive specialist knowledge of the site, stakeholders and Network Rail processes.
