Overview

The Foreign Commonwealth and Development Office has awarded a £500 million Global Evaluation and Monitoring Framework Agreement 2 (GEMFA 2) to 29 organisations, effective 1 September 2025 for three years with an optional one-year extension. The framework enables FCDO and other government departments to access monitoring, evaluation, and learning services across five lots covering global high-value contracts, regional lots for East Africa, MENA, Afghanistan, Pakistan, Western Balkans, Eastern Europe and Central Asia, and global low-value contracts, supporting ODA-funded, non-ODA-funded, and ISF programmes.
