Overview

Derbyshire Dales District Council ('the Council') has secured 'Warm Homes: Local Grant' (WH:LG) funding from the Department of Energy Security and Net Zero (DESNZ) through the Midlands Net Zero Hub (MNZH) consortia to improve the energy efficiency of a number of privately owned domestic properties by the end of March 2028 (with the ability to extend into 2030 if further funding is approved). Following a re-opening of competition under the Nottingham City Council's, Energy Efficient Retrofit Installers, Dynamic Purchasing System (CPU 7220), Category 7 Whole House Retrofit, the Council have awarded a contract for a main contractor to carry out a programme of whole-house retrofits using a fabric first approach to install energy efficiency measures and/or low carbon heating measures (excluding fossil fuels) to improve the Standard Assessment Procedure score (SAP) of a number (target of 48 until March 2028) domestic properties located within the District. The scope includes the following essential elements: • Retrofit Assessments and Technical Surveys by appropriately qualified person, provide evidence of site assessment and documents needed for batching (RdSAP10, IOE, profile, quote and signed customer approval of proposal) • Install approved measures to PAS2035:2023 standards and provide certificates of MCS, Quality Mark, materials and workmanship certificates, insurance backed guarantees, TrustMark certificate, IAA guarantees and pulse/air pressure testing where required) • Post EPC assessment and certificate provided along with post install photo evidence • Measures all TrustMark lodged within deadlines The contract has been awarded for an initial value of £1,130,000 to cover the Warm Homes: Local Grant installations, which must be completed by 31st March 2028 and reporting finalised by 28th April 2028. Subject to the Contractor's satisfactory performance, and the Council successfully being awarded further funding, the Council may at its unfettered discretion extend the contract to deliver further installations under future energy efficiency schemes up to the end of March 2030 (or scheme specific deadlines if WH:LG is extended, renamed, rebranded or launched under a difference guise from the government).
