Overview
This requirement is a call-off contract using the UK Leisure Framework https://leisureframework.co.uk/ which is a specialist procurement framework supporting leisure centre building.
Pre-construction services covering RIBA Stages 3 and 4 will develop the Carlton Active project from concept design to a fully coordinated and priced construction package. RIBA Stage 3 will progress the developed design, coordinating architectural, structural, civil and MEP designs, undertaking surveys and technical assessments, and preparing the planning application and supporting documentation. RIBA Stage 4 will produce the detailed technical design, specifications and construction information, undertake supply chain engagement and cost planning, and establish the final construction price and programme, enabling the Council to reach cost certainty and enter into a construction contract.

• Refined GA plans, sections, and elevations
• Updated site plans including access, parking, and landscape strategy
• Coordination of structure, MEP and architecture
• Updated accommodation schedules and space planning
• Concept visuals and external façade development
• Draft outline specifications for architectural and engineering packages
• Statutory compliance coordination (e.g. planning, Building Regs pathway)
• Updated Risk Register and Project Execution Plan
• Revised Cost Plan informed by contractor and subcontractor market inputs
• Initial market testing of key packages
• Updated outline programme and procurement strategy
• Surveys commissioned and summarised where applicable
• Design Development Pack
• RIBA Stage 3 Summary Report and Recommendations
RIBA 4
• Fully coordinated architectural, structural, and MEP technical design drawings
• Updated and finalised accommodation schedule and internal GA layouts
• External works drawings and supporting documentation (e.g. drainage, landscape)
• Detailed performance specifications across all disciplines
• Fully itemised FFE and equipment list
• Compliance documentation (e.g. Part M, planning conditions)
• Building regulation strategy finalisation
• Final coordination of contractor-led design inputs
• Market-tested prices
• Contractor proposal review and evaluation
• Updated Cost Plan converted to fixed-price basis
• Final Project Execution Plan including contract readiness review
• Final programme for construction and handover
• Cost Certainty Development Proposals
• Development Management Agreement (DMA) sign-off ready pack
