Elland Station and Access Package Baseline Evaluation

West Yorkshire Combined Authority is seeking an external consultant to carry out evaluation baselining and reporting work for the Elland Station and Access Package Schemes. This work will lay the foundations for future evaluation activities to understand: • Whether the schemes have been successful in achieving their objectives • What can be learned from the schemes • How these insights can be used to inform future policy and practice
