Overview

Homes England and the Liverpool City Region Combined Authority (LCRCA) are working through its Strategic Place Partnership in driving forward housing delivery in each of the 6 Local Authorities in the city-region, to meet new annual housing targets within this Parliament of 6,600.\r Both partners are committed to developing a single pipeline for the city-region, aligning collective resources and expertise to deliver shared ambitions on regeneration and housing. This includes working alongside Local Authorities and the wider development community in identifying opportunities to place new housing at the heart of town centre development programmes in the following locations:\r Runcorn and Widnes (Halton)\r Bootle and Southport (Sefton)\r Central Birkenhead (Wirral)\r Prescot, Huyton and Kirkby (Knowsley)\r St. Helens Town Centre and Earlestown (St. Helens)\r \r Homes England and LCRCA require external consultancy support to consider the following issues:\r Supply: Working at Liverpool City Region level to offer direct and indirect support to drive the delivery of housing supply in line with wider regeneration aspirations for town centres.\r Standards: Working at Liverpool City Region level to support the development and delivery of interventions that meet Future Homes standards.\r Support: Liverpool City level activity that transforms how residents are supported to live healthy, independent lives in well-designed homes with access to local amenities, in line with Building for a Healthy Life standards.\r To support this ambition, Homes England and LCRCA require consultants to:\r Examine the critical issues and opportunities for housing as a central part of town centre development.\r Development and delivery of a Town Centre Housing Pipeline, following on from emerging SPP prioritisation process.\r Identify key development opportunities within the pipeline for each town centre.\r Highlight the necessary public sector interventions which will enable targeted investment and support on projects with the greatest potential to deliver our shared ambitions.
