To find a prime contractor to partner with on UK public sector work, start from award notices rather than directories. Every award notice names the main contractor that won the job, so the primes holding live work in your trade and region are one search away on Contracts Finder and Find a Tender. Then look at where each prime's work comes from, because that decides which of its projects can use you. In UK public construction from 2023 to 2025, at least four of the eight main contractors in this map drew most of their recorded awards from one buyer: the Department for Education, for school and college buildings.
For those primes, school building is the largest single source of public work on record, and the route into it runs through them. The department awards the main works; the prime then lets the trade packages inside each project to its own supply chain.

Contracts Finder also carries some subcontract opportunities that primes choose to publish there, but most supply-chain packages are never advertised publicly. Step three is what turns a list of names into a conversation: a named project with a contract period gives a prime's supply-chain team a reason to take the call.

For each: the award records in its own Skim record, and how many came from the Department for Education, with the department's two published spellings merged. Where a record is truncated, the share is a floor.

On this record, four of the eight are mainly school builders in their public work: Bowmer & Kirkland, Tilbury Douglas, BAM and Kier. Tilbury Douglas's school work has grown in each of the three years, from 4 Department for Education awards in 2023 to 12 in 2024 and 26 in 2025. Morgan Sindall and Willmott Dixon are spread far wider. Morgan Sindall's record runs across the Ministry of Justice, police and fire authorities, a university and two electricity transmission owners; Willmott Dixon's across at least 13 buyers, including NHS Property Services, the Government Property Agency, National Highways and several councils. Wates sits between the two, with 12 awards from the department and 8 from the Ministry of Justice.

A named project gives a prime's supply-chain team something specific to answer. These are main-works contracts awarded by the Department for Education, one per prime where its record names one, each still under contract. Values are as published on the award.

A contract value is what the department pays the prime for the whole project, not the value of any package within it. The packages, and who wins them, are not published.

What this means for an SME subcontractor

If your trade fits school and college buildings, four of the eight primes here are, on this record, mostly building for that programme, and their pipelines follow the department's. Registering with two or three of them covers more of the programme's projects than registering with one. The department does award some minor and temporary works itself, and those appear on Contracts Finder, but the main works and the trade packages inside them go through the primes.
If your work is wider, such as justice estate, health buildings or council projects, a prime with a spread record, such as Morgan Sindall or Willmott Dixon, offers more kinds of project but fewer of any one kind. Either way, the concentration cuts both ways: a supply chain built on one buyer's programme moves with that programme's budget.

What this data cannot tell you

Every count is a floor. A supplier record counts only awards whose supplier carries a company identifier, and many published awards do not.
Counts are award records, not unique contracts. Some awards are published twice under two notice references and appear twice in the winner's record: one school contract checked for this report does, and 3 of the Department for Education's 74 construction award notices published in 2025 are duplicate pairs. Different Skim queries over the same awards also return different counts for the same companies. Read the counts as approximate and the shares as the steadier figure.
The map covers public construction only. Every one of these primes also has private work that no public record shows, so a 97% share describes a public book, not a whole business.
It shows where primes win, not whom they buy from. Subcontract awards are almost never published, so the data cannot say which SMEs are already in a prime's supply chain.

Among the eight primes in this map, Bowmer & Kirkland has the most Department for Education award records from 2023 to 2025, at 66, followed by Tilbury Douglas with 42 and Kier with at least 37. All three counts are floors, and contractors outside this map were not compared.
Why map primes by where their work comes from rather than by contract value?
Because a subcontractor needs to know which projects a prime can use them on, and the buyer mix answers that. Published value totals are also unreliable at supplier level: framework agreements publish a ceiling shared by every supplier on them, and the same multi-billion pound figure can appear on several primes' records at once.
