Der Auftraggeber vergibt die Erstellung eines Gesamtsystems für eine Kundendialogplattform im saarländischen ÖPNV. Ziel der gemeinsamen Kundendialogplattform ist es, eine mandantenfähige Software zur Erfassung, Steuerung, Bearbeitung und Auswertung von Kundenanfragen aller Art zum Öffentlichen Personennahverkehr im Saarland zu entwickeln, die Betriebsbereitschaft herzustellen und gemeinsam mit allen Mandanten zu betreiben bzw. zu nutzen. Der Auftraggeber erwartet, dass der Bieter entweder eine Individualsoftware für den Auftraggeber erstellt oder an einer Standardsoftware entsprechende kundenspezifische Anforderungen vornimmt, so dass die vorstehenden Ziele erreicht werden können. Wie die Umsetzung der Anforderungen des Auftraggebers erfolgt, hat dieser im Rahmen seines Leistungskonzeptes darzustellen (siehe hierzu Anlage 3 Bewertungsmatrix, dort Zuschlagskriterien). Der Vertrag über die beidseitig zu erbringenden Leistungen kommt mit Zuschlagserteilung in dem hiesigen Vergabeverfahren zustande.
