The Helsinki Employment Services Company is procuring multilingual civic orientation services for immigrants in the early integration phase in the Helsinki metropolitan area (Espoo, Helsinki, Kauniainen, Vantaa), with services to commence 1 January 2027 and continue on an open-ended basis. The procurement comprises three components: group-based civic orientation, independent study support for eligible integrating clients, and development and production of multilingual self-study materials. The service is free to participants and primarily targets employment service clients, though may also serve literacy-deficient individuals and those from outside the region, with contract volumes dependent on client numbers, languages spoken, and service referrals.
