Overview
The overall aim of this study is to support the Commission in its evaluation under Article 91(1) of the Digital Services Act (DSA) and to promote a consistent, clear and effective interpretation and application of the DSA by identifying and analyzing its interaction with other relevant EU legislation. Specifically, the study will provide the Commission with a comprehensive overview of the existing and upcoming EU instruments, the personal and material scope of application of which overlaps or otherwise interacts with that of the DSA. The mapping of the selected legislation will be complemented by an analysis of how these different sets of rules interact with the DSA, with a particular focus on the areas and provisions which might be applied in ways that are not consistent with the DSA and its goals, and on proposals for simplification.
