Strategic Communication and public Diplomacy Facility

The proposed top up of up to EUR 1,000,000.00 would allow the EU Delegation to Somalia to: i) develop a longer-term approach in communication and public diplomacy; and ii) bridge the EU Delegation’s needs in communications until funds become available under the new MFF. During the proposed new period of implementation, it is also proposed to better align the EU Delegation’s strategic communication activities with the Global Gateway campaign approach. This will involve: • Updating the existing campaign implementation plan to include a phased approach (strategic analysis and research; creative design, strategy and planning; production, placement and roll-out; reporting and knowledge-sharing); • Stronger focus on results monitoring, including through the identification and reporting against defined KPIs together with an easy to read dashboard to track performance in real time; • In line with the needs of a campaign approach (stronger focus on quality assurance and functions covering strategy, creative lead and content development) it is proposed to slightly increase the time of the TL (currently at up to of 1/3) and reduce the time of KE2 and KE3 who deal with social media and Somali-based media only (currently at up to of 1/2).
