La présente consultation a pour objet de conclure un accord-cadre mono-attributaire visant à élaborer le volet de mobilités de la révision du Plan Local d?Urbanisme (PLU) tenant lieu de Plan de Mobilité (PDM) de Brest métropole, via des étapes successives : diagnostic, prospective, orientations, traduction règlementaire, mise en ?uvre. Cette démarche intègre l?ensemble des évolutions règlementaires en matière de Plan de Mobilité, notamment induites par la Loi d?Orientation des Mobilités (LOM), mais également de Plan Local d?Urbanisme. Le marché subséquent n°1 fait partie de la présente consultation.
