Overview

The Offshore Security System should be seen as a complete system/environment/eco-system of Sensors (A-Sensors and B-Sensors) and the Security Management Software (hereinafter: ”SMS”). The Sensors are divided into two types; A-Sensors which the awarded tenderer delivers and B-Sensors which is third-party Sensors which the awarded tenderer needs to perform integrations to, to get signals/data into the SMS. The Contracting Entity is looking for the following functionality: The ability to manage physical security of the BAL02 assets, including inter-array cables, wind turbine generators, high voltage export cables, onshore substation and operations and maintenance base. The system functionality shall be achieved through the application of a SMS and a number of sensors (A-sensors in this scope).The scope specified below and in particular the A-sensors listed, is based on the Contracting Entity’s envisaged design of the Offshore Security System. Please note that the scope of this Tender Procedure derives from regulation issued by the Polish Ministry of Defence. The regulation stipulates requirements for features and capabilities of an offshore wind farm but does not e.g., regulate how such features and capabilities must be achieved. As such the scope of this Tender Procedure might change based on new or specified legal requirements. The envisaged scope comprises of the following equipment envisaged to be installed primarily on each of the BAL02 offshore substations: 1) drone detection and surveillance system including radars, 2) electro-optical infra-red cameras (hereinafter: ”EO/IR cameras”), 3) radio frequency direction finders (hereinafter: ”RFDR”) and 4) CCTV. Further the scope comprises of SMS implementation as well as integration of the SMS with, aforementioned equipment and third-party equipment into one coherent Offshore Security System. The scope includes:  Delivery, Installation supervision, implementation, and integration of A-Sensors: Drone radar 4 (1 on each OSS) RFDR 4 (1 on each OSS) EO/IR camera 5 (1 on each OSS + one for surveillance Surveillance radar 1 CCTV 32 (8 on each OSS)  Installation, implementation, development, and integration to Employer’s it-environment of the SMS.  Integration to B-Sensors.  Commissioning of the entire Offshore Security System and configuration of the system,  Comprehensive project management to implement the above.  Consultancy services to give advice on further needs of Sensors, supporting subsequent tenders, and continuous development of the SMS in regard to new functionalities, change of Sensors etc. The overall purpose of implementing an Offshore Security System is to prevent, detect and document any abnormal or malicious activity in BAL02 offshore windfarm and limited areas onshore.
