Overview

The EU4PFM facility has settled as a key tool for the implementation of the EU Global Gateway objectives, with an increased focus on Public Investment Management and green infrastructure, sustainable public procurement, and business and investment climate related issues such as taxation and PPPs. After a very fast paced start during the first six months of the project, with numerous demands for TA support from MEF and other institutions (Ministry of Planning, Ministry of Education, Youth and Sports), as well as from the EU Delegation, the project launched a significant number of assignments with the recruitment of several senior and junior non-key experts. As of the end of July 2025, 83% of total project resources (work days) have already been contracted, and 44% spent. The MEF and the EU have identified additional technical assistance needs for 2026 and 2027. To continue support, a budget increase must be secured promptly from available funds (funds previously allocated to WB (EUR 1 M) and undisbursed (VTIs of EUR 975 000)). The Delegation plans to extend the contract, adding working days and prolonging its duration. Up to EUR EUR 1,918,000 may be allocated for additional services, with a maximum extension of 53 months (end date of operational implementation period in the FA (following add. 3): 8/6/2031. The TA contract, delivered with high satisfaction by FOUR ASSIST DEVELOPMENT CONSULTING, will nearly double in value (+99.97%, total amount of € 3,836,000), and be extended until 31 May 2031. In view of the contractor’s proven capacity and performance, the EUD considers it to be in the best interest of the EU to proceed with a negotiated procedure in order to top up the existing contract with an additional EUR EUR 1,918,000 and to extend the duration of the current service contract for a further 53 months. (Existing: 29months; Add.: 82months). Justification of duration exceeding 48 months: the direct management Technical Assistance (TA) needs to accompany with PFM expertise the implementation of the Education Budget Support -planned to be extended with the last expected payment in Q3 2031.
