Ziel des Vergabeverfahrens war der Abschluss eines Rahmenvertrages zur Deckung des Bedarfs der im durchgeführten Vergabeverfahren zusammengeschlossenen, 7 Hochschulen des Landes Hessen, an technischen Gasen (mit Ausnahme von Heliumprodukten) in Gasflaschen, verschiedener Art und Reinheit = Flaschengase (Los 1), bzw. an flüssigem Heliums in Dewaren/ Kannen und gasförmigem Helium in Gasflaschen = Heliumprodukte (Los 2). Zudem war, wenn auch in geringen Mengen, auch Trockeneis Teil der in Los 1 (Flaschengase) ausgeschriebenen Lieferleistung.
