O. for design and cost documentation of a HEMS helicopter base in Koszalin, including accompanying infrastructure and access road reconstruction. The scope comprises architectural and technical design, building permits and regulatory approvals, executive documentation with cost estimates, supervision during construction, and procedures for registering the facility as a helicopter airport or landing site with Poland's aviation authority.
