Die BWI GmbH (im Folgenden: BWI) erwägt einen Rahmenvertrag mit einem Wirtschaftsteilnehmer über die zeitlich befristete Überlassung von Software (Subskription) sowie deren Wartung, Pflege, Support und softwarenahe Vertragsleistungen (Implementierungsleistungen (Produktbefähigung), Customizing (Anpassungsleistungen) und Entwickler-Schulung) für eine "App Shielding" Lösung der BwMessenger und BundesMessenger Apps (Eigenbetrieb, Zielbetrieb Bundeswehr und Nutzerhaus (siehe die unten festgelegte Definition) Wege eines Offenes Verfahren gem. § 14 Abs. 2 VgV abzuschließen. Der Vertrag wird mit einer Laufzeit von maximal vier Jahren abgeschlossen.
