Overview
The EIB offers a large range of advisory services that embrace all stages of the project cycle and beyond, to make investment projects happen inside and outside the EU.
Advisory activities constitute the third pillar of the Lending, Blending, Advising strategy pursued by the EIB Group. Through this advisory function, the EIB Group supports the European Commission (EC), Member States and public authorities, private enterprises and FIs in pursuit of the overarching goals – to accelerate the green and digital transition and promote social and economic cohesion.
The Assignment will be carried out under the InvestEU Advisory Hub mandate, which builds on the success of the European Investment Advisory Hub and acts as the central entry point for promoters and intermediaries seeking financial advisory and technical assistance (TA) for the identification, preparation and development of investment projects across the European Union.
The overall objective of the Skills & Education Advisory Programme is to scale up the provision of intermediated finance for skills and education, particularly within the very diverse typology of FIs active or less active in the field – including commercial banks, providers of VET, higher education institutions, providers of ISAs, foundations, NPBIs, fund managers, etc., through advisory support. This is to be done through market development and awareness raising activities as well as capacity building across all types of FIs and investors.
The Programme aims to create an enabling environment so that financing providers can adopt and/or further strengthen their expertise and financial offering and as a consequence increase the amount of financing, including EIB Group funding, flowing in the European skills and education sector.
The purpose of this contract is to ensure that FIs are well equipped and competent in financing skills and education projects. The support provided shall focus on improving the capacity of FIs in identifying eligible projects, measuring and reporting on the impact of the projects financed, and ensuring the timely and successful deployment of funding to such investments
