Overview
De aanbesteding vindt plaats als een niet-openbare procedure op grond van het ARN2016 Deel II alsmede de Europese als oproep tot mededinging gepubliceerde Erkenningsregeling ProRail (EP2019), branchedeel Spooraannemers.
ProRail heeft besloten om een eigen centraal energiedistributiesysteem (EDS) conform OVS00017 (ontwerpvoorschrift Railinfravoedingen (RIV)) op de Havenspoorlijn te gaan implementeren (hierna te noemen EDS HVSP) waaruit verbruikers zoals laadvoorzieningen, brandblusvoorzieningen, TTI, treinbeveiligingssystemen en elektrische wisselverwarming energie zullen gaan afnemen en waarin eventuele toekomstige opwekkers energie zullen gaan injecteren.
