Afdeling Cluster Beheer is eigenaar/beheerder van de gemeentelijke bomen van gemeente Leiden. Vanuit deze functie rol heeft zij een wettelijke zorgplicht voor het inspecterende zorg van haar bomen. Inspecteren van de bomen is daar een onderdeel van.
